Import UAT sessions

Takes the enriched UAT workbook extract and writes two rows per session — stage 1 and stage 2, sharing the session's transaction id, each with its own start and end time. The stage windows come from the VMS camera rows, so this file is the only source for them; the VMS import on the other page can only ever write stage 1.

The deduplicated file, e.g. uat-candidate-sessions.dedup.json. It is read from the upload and never stored.
Leaves imported and hand-created sessions alone. The demo data can be brought back from reset — it is generated from a fixed seed, so it returns identical.
